Entity Profile

Overview
The Enterprise Europe Network (EEN) is the European Commission's network for small and medium-sized enterprises that want to innovate and grow across borders. It was launched in 2008, is implemented by the European Innovation Council and SMEs Executive Agency (EISMEA) and is funded through the EU Single Market Programme. The network describes itself as the world's largest support network for SMEs with international ambitions. Its work is carried out by member organisations, mostly chambers of commerce, regional development agencies, universities, research institutes and innovation agencies, which give companies advice on EU rules, funding, innovation and finding partners abroad. In the German state of Hesse, the network operates through the EEN Hessen consortium, in which Hessen Trade & Invest acts as a contact point in Wiesbaden.

Why this entity matters
The Enterprise Europe Network matters as a reference entity for three reasons. First, it is one of the main public entry points through which young and small companies in Germany, Austria and Switzerland reach EU programmes: advice on regulation and market access, help with EU funding applications and introductions to partners in other countries. Second, the network is organised regionally, so the organisations founders actually deal with are local chambers of commerce and state agencies rather than Brussels; the Hesse consortium is a concrete example in Startuprad.io's home region of Frankfurt Rhine-Main. Third, the network runs a partnering database that it calls Europe's largest online database of business opportunities, which makes it relevant for companies looking for manufacturing, distribution or co-development partners across borders. For Startuprad.io readers, it is a useful identifier when EU business-support programmes come up in founder interviews or in coverage of public support for startups.

Organisation history and services
The European Commission launched the Enterprise Europe Network in 2008; Wikipedia dates the launch to 7 February 2008, by then EU Commissioner Günter Verheugen. From 2008 to 2014 it was funded under the Competitiveness and Innovation Framework Programme, and from 2015 under COSME, the EU programme for the competitiveness of enterprises and SMEs. According to the network's own results page, it supported more than 2.6 million SMEs in its first seven years, with advisers handling around 10,000 enquiries a month and around 90,000 targeted business connections a year. Today the network states that it is funded through the Single Market Programme and implemented by EISMEA, the agency that succeeded the Executive Agency for Small and Medium-sized Enterprises (EASME). Published size figures differ by source and period: Wikipedia and an EEN results page cite more than 600 member or partner organisations, while the Commission's single-market page cites more than 450 partner organisations, and Wikipedia states that the network is active in more than 60 countries. Member organisations are selected through calls for proposals and work in regional consortia; leading business-support organisations outside the EU can join as International Network Partners. Individual companies cannot become members but can use the services: personalised advice from local experts, sector groups (for example healthcare, agri-food and intelligent energy), support for sustainable and digital transitions, advice on international market opportunities and the partnering database. In Hesse, IHK Darmstadt describes EEN Hessen as a consortium of IHK Darmstadt, IHK Frankfurt am Main, IHK Offenbach am Main, WIBank and Hessen Trade & Invest, offering partner searches across around 9,000 company cooperation profiles, information on EU rules and consultations, and help through the SOLVIT problem-solving service.

Role in the startup and technology landscape of Germany, Austria and Switzerland
For founders in Germany, Austria and Switzerland, the Enterprise Europe Network is mostly encountered locally. In Germany it runs through regional consortia of chambers of commerce, state development banks and state agencies; in Hesse that means the EEN Hessen consortium, which includes Hessen Trade & Invest in Wiesbaden. Austria and Switzerland, as a member state and a non-EU partner country respectively, are covered through their own national contact points listed on the network's website. For startups, the network's main uses are early guidance on EU regulation and standards, information on EU funding calls, introductions to foreign partners through the partnering database and feedback channels into EU consultations. It complements rather than replaces venture capital: the network does not invest in companies.
