Entity Profile
Overview
The European Commission is the politically independent executive branch of the European Union, headquartered in Brussels (Belgium) with additional departments in Luxembourg. It was established on 16 January 1958 as the Commission of the European Economic Community following the entry into force of the Treaty of Rome, and its role and structure have evolved through subsequent EU treaties, most notably the Treaty of Lisbon (in force since 2009). Ursula von der Leyen has served as President of the European Commission since 2019. For the European startup and technology ecosystem the Commission is the administrator of Horizon Europe, the European Innovation Council and the EU Innovation Fund, and the drafting and enforcement authority for the Digital Markets Act, the Digital Services Act and the AI Act.
Why this entity matters
The European Commission is the single most important supranational public-sector actor for the European startup and technology ecosystem. First, it administers Horizon Europe, the EU's flagship research and innovation funding programme, and through the European Innovation Council it manages a multi-billion-euro budget under Horizon Europe for high-risk, high-potential innovation projects, including the EIC Accelerator equity-plus-grant instrument that is one of the largest deep-tech public funding channels in Europe. Second, it administers the EU Innovation Fund, the multi-billion-euro cleantech deployment fund financed largely by EU Emissions Trading System revenues. Third, it is the drafting and enforcement authority for the Digital Markets Act, the Digital Services Act and the AI Act — the three pieces of EU digital regulation with the most direct operating-model impact on European technology companies and on the European operations of non-European technology companies. Fourth, its directorates-general and executive agencies (notably DG Research and Innovation, DG CONNECT, DG COMP and the European Innovation Council and SMEs Executive Agency) are the routine institutional counterparties for European startup ecosystem operators seeking public funding, regulatory clarity or scale-up policy support.
Institutional history and role
The European Commission traces its origin to the Commission of the European Economic Community established on 16 January 1958 under the Treaty of Rome, and to the earlier High Authority of the European Coal and Steel Community. Successive EU treaties, most importantly the Treaty of Lisbon that entered into force in 2009, consolidated the Commission's role as the politically independent executive branch of the Union. The Commission is responsible for proposing new European legislation, implementing decisions of the European Parliament and the Council of the European Union, managing the day-to-day business of the Union, administering the EU budget, and enforcing EU law under the supervision of the Court of Justice of the European Union. The Commission is organised into directorates-general (DGs) and executive agencies covering policy areas including research and innovation, the internal market, competition, financial stability, trade, digital policy, climate action and industry. The Commission is headed by a President — currently Ursula von der Leyen, in office since 2019 — supported by a College of Commissioners, one per EU Member State, holding individual policy portfolios. The Commission's headquarters are in Brussels (Belgium), with additional departments in Luxembourg.
Role in the DACH startup and technology ecosystem
For DACH startup and technology ecosystem operators the European Commission acts as the primary supranational funding channel, regulatory rule-maker and market-access authority above the national level. DACH-based technology start-ups and scale-ups access EU-level public funding primarily through Horizon Europe (managed by DG Research and Innovation and its associated executive agencies) and through the European Innovation Council (EIC) and its EIC Accelerator equity-plus-grant instrument. DACH cleantech projects can access deployment funding through the EU Innovation Fund. DACH-headquartered technology companies operating in categories covered by the Digital Markets Act, the Digital Services Act and the AI Act are subject to the Commission's rule-making and enforcement in those regulatory frameworks, and DACH incumbents in adjacent sectors — automotive, industrial, financial services, telecoms — engage with the Commission on sector-specific EU policy files. The Commission is also a significant counterparty for German and Austrian federal ministries and for the Swiss federal administration through EU-Swiss framework arrangements.
