Overview
The European Investment Bank is the lending arm of the European Union, established in 1958 under the Treaty of Rome and based in Luxembourg. It is owned by the 27 EU Member States and is among the world's largest multilateral development banks. With its subsidiary the European Investment Fund it forms the EIB Group, which signed EUR 100 billion of new financing and advisory for more than 870 projects in 2025. Beyond infrastructure lending it is active in venture debt, venture capital and guarantees.
Why this entity matters
For a DACH founder or investor the EIB is relevant on three counts. First, it is one of the few balance sheets in Europe writing venture debt at deep-tech ticket sizes without taking equity: the published range is EUR 5 million to EUR 50 million per company, non-dilutive, with bullet repayment and remuneration linked to the borrower's equity risk, which matters in capital-intensive sectors where DACH companies are strongly represented. Second, via the European Tech Champions Initiative it addresses the shortage of European late-stage capital by anchoring large funds rather than companies, targeting the gap that opens when a scale-up needs to raise above EUR 50 million. Third, its national deployment figures are published and auditable, a baseline for claims about EU support of the DACH economy, with country-level signature volumes split between EIB and EIF. The EIB operates under an EU policy mandate; this record reports programmes, not their merits.
Institutional history and mandate
The EIB was created by the Treaty of Rome in 1958 as the long-term lending institution of the European Economic Community, with six founding shareholders — Belgium, France, Germany, Italy, Luxembourg and the Netherlands. Its shareholders today are the 27 Member States, each holding capital keyed to its economic weight at accession; under its Statute the Bank may lend up to two and a half times its subscribed capital. The European Investment Fund was established in 1994 as the Group's vehicle for guarantees, securitisation and equity for smaller businesses; it is a separate legal entity, catalogued separately in the Startuprad.io graph and distinct from the EIB. For innovative companies it offers venture debt, equity co-investment, fund investments through the EIF and guarantees. Venture debt is direct, non-dilutive lending to companies whose research and development plan sits in the EU, normally at commercial stage and after a professional equity round. Several instruments run under InvestEU, the EU budgetary guarantee for 2021-2027 that permits higher risk-taking, which succeeded the European Fund for Strategic Investments set up in 2015 with the European Commission and known as the Juncker Plan. The European Tech Champions Initiative, launched in 2023, is a fund-of-funds anchoring large European growth funds: Belgium, France, Germany, Italy and Spain signed the mandate on 13 February 2023, with the Netherlands joining in December 2023 and contributions channelled through KfW, Caisse des Dépôts and ICO. The EIF reports up to EUR 3.9 billion of initial resources, roughly 15 growth-stage funds targeted, and EUR 3.5 billion invested across 47 backed EU companies as of 31 July 2026. A second phase, ETCI 2.0, launched on 10 July 2026 with a target size of up to EUR 15 billion, an EIB Group commitment of EUR 1.25 billion and an ambition to mobilise EUR 80 billion. ETCI now sits inside TechEU, the Group's technology-financing platform, which also carries a Defence Equity Facility and an EU space-sector lending envelope.
Role in the DACH startup and technology ecosystem
Germany and Austria are EU Member States and therefore EIB shareholders and beneficiaries; Switzerland is not, so Swiss exposure runs only through EFTA-country activity and EU-level programmes. In 2025 the Group signed a record EUR 10.4 billion in Germany, EUR 9 billion from the EIB and EUR 1.4 billion from the EIF, up from EUR 9.6 billion in 2024 and the highest since German operations began in 1960; over EUR 5 billion supported businesses, including innovative SMEs and mid-caps. In Austria it signed EUR 1.7 billion, EUR 751 million in renewable energy. Germany is also among the largest contributors to the European Tech Champions Initiative, committing EUR 1 billion through KfW. German deep-tech deployment includes EUR 40 million of venture debt to e-fuel company INERATEC for a Frankfurt plant and up to EUR 10 million to Bavarian drone maker Quantum Systems, both attributed to EIB's own press releases. Both fit the pattern: venture debt in the EUR 5 million to EUR 50 million band for hardware-heavy companies with long capital-expenditure cycles, where eligibility rather than geography is the binding question.
