Overview
The European Innovation Council is the European Union's innovation funding body under Horizon Europe, the EU framework programme for research and innovation, 2021 to 2027. It was launched by the European Commission on 18 March 2021, with a budget reported by EU sources at over EUR 10 billion in current prices for the period, after a pilot under Horizon 2020. Implementation sits with the EU's EISMEA agency in Brussels.
Why this entity matters

Mandate and programmes
The EIC runs three main instruments mapped to stages of technology maturity. EIC Pathfinder funds multi-disciplinary teams pursuing visionary research capable of a technology breakthrough. EIC Transition funds the step from research result to innovation opportunity, following on from Pathfinder, ERC Proof of Concept, Horizon Europe Pillar 2 and Research Infrastructures projects. EIC Accelerator funds start-ups and SMEs scaling innovations and carries the blended-finance model: a grant managed by the Commission through EISMEA plus equity through the EIC Fund. Alongside these sit STEP Scale Up equity, a Pre-Accelerator and Business Acceleration Services. The 2026 work programme, adopted 6 November 2025 and amended 17 June 2026, sets out over EUR 1.4 billion: EUR 262 million for Pathfinder (grants up to EUR 4 million), EUR 100 million for Transition (up to EUR 2.5 million), EUR 634 million for the Accelerator (grants below EUR 2.5 million, investments EUR 0.5 to 10 million), EUR 300 million for STEP Scale Up, EUR 100 million for a STEP Scale Up Defence call and EUR 6 million for the Advanced Innovation Challenges pilot.
Role in the DACH startup and technology ecosystem
The EIC is a recurring funder in German, Austrian and Swiss deep-tech rounds, and its instruments often bridge research funding and a first institutional venture round. Pathfinder and Transition connect to the research base that supplies much of the DACH deep-tech pipeline, while the Accelerator addresses the stage at which European hardware and life-science companies have historically struggled to raise domestically.
